conservatism is being dissipated by experience. Sir Cecil Clemonti when Governor of Hong Kong, did a great work in developing Chinese studios in the University and on the foundation that he laid a liberal attitude has established itself during the last decade or more, in University studies and therefore this difficulty should soon be surmounted.

It was a misfortune that University teachers from the U.K. and the Dominions had little opportunity or encouragement to learn Chinese. The Government found it expedient to give its cadets two years in China for language study, the University could not afford to do anything of the kind. staff has always had an excessive burden of teaching Cuties, and not unnaturally, mon used the little leisure they commanded for such research as was possible in their own branches of learning rather than to embark on the long period of intense study necessary to master so difficult a language as Chinese. The most regrettable result was that ignorance of the language limited their capacity to associate with Chinese in China itself, their own loss. This increased a tendency in Chine se Government and Educational circles

to rogard the University as an alien institution only partially integrated with Chinese life.

Nevertheless graduates of tho University play an honourable part in China, though their numbers are not great relatively to the total of foreign traino men. Associations of Hong Kong graduates exist in Chungking, Shanghai, Singapore and Hong Kong and thero is a small but active association in London. Two important mombors of the Chinese delegation to U.N.O. were graduates of Hong Kong University. In the professions, especially in medicine, in banking and commerce, graduates of the University are to be found in places of responsibility in the towns of tho China crast, in the Dutch East Indies, in Malaya as well as in Hong Kon.

Thus in spite of difficulties and of partial failure in respect of its greater aims, mainly by evidence of sound teaching over a somewhat narrow field, a University Commit to set up by Sir Geoffry Northcu te, the Governor, acting as Chancellor of the University was able to convince the Government that cvon for the adequate fulfilmont of its purely colonial functions its resources were insufficicnt.

Acceptance of this conclusion brought into discussion the question also of fitting the University to play its part more fully in the promotion of friendly relations with China. It was realised that to do this the University must be of a kind and scopo beyond
